I usually used the sqs command to find the stages then I did the command for example " setstage 00055be4 1 " (without the quotes) and then boom the quest will pop up automaticly on the pip boy or on the screen itself. This worked, but it also removed Tactical Thinking from my quest log, and I haven't been able to get the quest again from the quest giver. What happened is, I used "resetquest" on Tactical Thinking in order to continue with some other quests that can instantly become impossible to complete after receiving Tactical Thinking with no warning. I've been trying this solution for a similar problem, and it hasn't worked at all.
